To solve the problems of the conventional invention, the present invention provides a system and a method to accurately and quickly distinguish seismic vibrations from other vibrations. To achieve the objective of the present invention, disclosed is the system to distinguish seismic vibrations comprising: a first sensor part to measure the amount of physical change by vibrations; a standard structure where the physical change is generated by the vibrations; a second sensor part to measure the amount of physical change generated in the standard structure; and a control part to distinguish that the vibrations is seismic vibrations based on the amount of physical change measured in the second sensor part when the amount of physical change measured in the first sensor part is over the predetermined size.
