The present invention relates to a method and an apparatus for operating a base station and a terminal to effectively utilize a minimization of drive test (MDT) technology in a mobile communications system. According to the present invention, the method for sending and receiving, by a based station, MDT measurement information in a mobile communications system comprises the following steps of: setting MDT on a terminal; collecting the MDT measurement information from the terminal; determining whether enhanced inter-cell interference coordination (eICIC) is set on the terminal where the MDT has been set; and reporting indication information indicating that the MDT measurement information is influenced by eICIC with the MDT measurement information when eICIC has been set on the terminal.
