PROBLEM TO BE SOLVED: To provide a toner for electrostatic charge image development that has good image density and solid followability, and suitably suppresses paper fogging and defects in toner layer formation on a developing sleeve.SOLUTION: There is provided a toner for electrostatic charge image development used for an electrophotographic toner cartridge having a toner containing magnetic material, a developing sleeve, and a stainless steel-made toner layer thickness regulating member charging the toner on the developing sleeve, where the toner charged by the stainless steel-made toner layer thickness regulating member contains magnetic material having a specific shape and has a hydrotalcite compound on the surface.
