PROBLEM TO BE SOLVED: To provide a cell connection member where a more uniform and dense protective film is formed on the surface of a substrate containing Cr used in an SOFC, and to provide a cell for the SOFC.SOLUTION: In a cell connection member where a protective film is formed on the surface of a substrate composed of an alloy or an oxide containing Cr, the protective film is formed by performing an electrodeposition step for forming an electrodeposition coat by an anionic electrodeposition coating method on the surface of the substrate by using a mixture (electrodeposition paint) of metal oxide fine particles composed of an oxide containing Zn, Co and Mn, and an anionic resin, performing a calcination step for forming a calcination coat by calcining the electrodeposition coat and burning the resin component therein, and performing a sintering step for forming a protective film composed of a metal oxide by sintering the calcination coat.
