PROBLEM TO BE SOLVED: To detect performance deterioration of an application in a base station and perform its factor analysis to display its result.SOLUTION: An evaluation device monitors a packet between a base station and a gateway, and selects an application flow from the packet according to a predetermined application selection criterion. The evaluation device has an application flow selection and performance evaluation functions to determine whether performance deterioration in individual application flow handling per unit time occurs. The evaluation device obtains a performance deterioration ratio indicating the occupancy ratio of an application flow in which performance deterioration has occurred per application type, obtains the utilization ratio of each application per unit time at the base station from the number of flows and the amount of data of each application; and determines whether performance deterioration is spread over the whole base station from the obtained utilization ratio and the performance deterioration ratio in each application according to the utilization ratio and performance deterioration criterion corresponding to the predetermined application type.
