Provided are a waterproof insulation sheet with an air layer and a complex multilayer insulation waterproof method using air layer insulation capable of performing water resistance and insulation and solving a problem of dew condensation at the same time by using a waterproof insulation sheet that a waterproof sheet and an insulating material are integrated, wherein the waterproof insulation sheet has partition walls connecting upper and lower waterproof members to be integrally formed and forming a space in order for the space filled with air layers to have an insulation function. According to the present invention, the waterproof insulation sheet with an air layer comprises: a main body which is divided into an upper part and a lower part, has partition walls connecting the upper and lower parts to be integrally formed, forms air layers between the partition walls; and a nonwoven fabric adhering to upper and lower surfaces of the main body in a thermosetting manner.
