PROBLEM TO BE SOLVED: To prevent occurrence of mismatching in a relation between updated map elements while suppressing a communication size of map differential data to be distributed to a communication size according to a limitation in the case where the communication size is limited with respect to the distribution of the map differential data.SOLUTION: A map differential data distribution device comprises: a grouping section 134 for separating into groups non-updated differential groups in a dependent relation within the equal number of times of release, among non-updated differential groups extracted by a non-updated data extraction section 233; and a distribution data creation section 135 for creating distribution data to be distributed by a distribution section 137 by arranging records in non-updated differential groups separated by the grouping section 134 in an order starting from a record of oldest version so as to be settled within a specified communication size. The distribution is started in order from distribution data including records of older versions.
