The present invention relates to a panel for constructing a floor heating system and a method for constructing a floor heating system using the same. More specifically, the panel for constructing a floor heating system includes a space part (12) formed on a planar body (11) to accommodate a heat transferring medium material (5) more deeply than a heating wire. The space part (12) supports an upper plate (20) seated on the space part (12) and has supporting protrusions (15) protruding higher than the thickness of the heating wire, so that the heating wire (2) is arranged in a zigzag between the supporting protrusions (15). The panel for constructing a floor heating system allows a floor heating system to be integrally constructed by a single heating wire regardless of construction space to conveniently and simply construct a floor heating system and has excellent heating efficiency by equally heating the entire heating source of the heating wire with the heat transferring medium material.
