<p>PROBLEM TO BE SOLVED: To provide a chromium-free metal surface treatment agent capable of forming, on the surface of a metal material, a film which is excellent in corrosion, humidity and chemical resistance and has high adhesiveness to the metal material and a coating film, especially high adhesiveness to the coating film.SOLUTION: A metal surface treatment agent comprises: a zirconium compound (A) having a zirconyl structure [Zr=O]; a vanadium compound (B); a metal fluoro complex compound (C) containing titanium and/or zirconium; an organic phosphorus compound (Da) having a phosphoric group and/or a phosphonic group and in organic phosphorus compound (Db) and also contains a high-acid-value resin (E) of an acid value of 300 mgKOH/g or higher in a concentration of 100-30,000 ppm, in terms of the concentration of the resin solid content relative to the treatment agent. The mass ratio (A+B+C)/E of the zirconium compound (A), the vanadium compound (B) and the metal fluoro complex compound (C) to the high-acid-value resin (E) of 10/1 to 1/1.</p> |
