PROBLEM TO BE SOLVED: To provide a manufacturing technique improving percutaneous absorption of diclofenac and/or a pharmaceutically acceptable salt thereof in an external pharmaceutical composition containing diclofenac and/or a pharmaceutically acceptable salt thereof.SOLUTION: An external pharmaceutical composition containing monoterpene and lactic acid and/or a salt thereof together with diclofenac and/or a pharmaceutically acceptable salt thereof improves percutaneous absorption of diclofenac and/or a pharmaceutically acceptable salt thereof tremendously. And percutaneous absorption of diclofenac and/or a pharmaceutically acceptable salt thereof is still further improved by allowing the external pharmaceutical composition to further contain a polar oil.
