PROBLEM TO BE SOLVED: To provide a radio communication control device capable of achieving radio communication that can satisfy a user's experience quality.SOLUTION: A radio communication control device comprises: a communication unit 11 for performing radio communication; an achievement value acquisition unit 14 for acquiring an achievement value of experience quality that is quality related to radio communication performed by the communication unit 11 and corresponding to a user's experience; an observation result acquisition unit 15 for acquiring an observation result including a sensing result related to radio communication performed by the communication unit 11; a target value generating unit 17 for generating a target value which is a value of the target of experience quality using the observation result; a calculation unit 18 for calculating difference information indicating the difference between the target value and the achievement value; and a control unit 19 for performing at least one control of the allocation of a radio resource using the observation result and the change of radio network topology so that the difference indicated by the difference information is to be small.
