A vehicle control device equipped with: an input unit (31) to which multiple requests with respect to a physical amount to be controlled in the vehicle are input; a determination unit (32) which determines, for each request that has been input, whether the priority of the request is high; a second mediation unit (34) which, when there are multiple requests for which the priority has been determined not to be high, mediates between these multiple requests and determines a control target value (Rm); a transfer unit (36) which, when there is a request for which the priority has been determined to be high, transfers this request as a control target value (Rt); and an output unit (37) which outputs to a VDC (5) the control target value (Rm or Rt) that has been transferred from the transfer unit (36) or has been determined by the second mediation unit (34). |
