Provided are a flow quantity forecasting device and a flow quantity forecasting system whereby it is possible to compute a highly reliable forecast flow quantity with a technique which incurs a low processing load. A forecast flow quantity computation unit comprises: an actual flow quantity acquisition unit which acquires a present actual flow quantity; a corrected quantity computation unit which derives a correction coefficient from the deviation between a present forecast flow quantity which is indicated by first forecast flow quantity data and the acquired present actual flow quantity, and computes a corrected rainfall quantity by multiplying the correction coefficient by each rainfall quantity which is stored in time series in an outflow component database; and a forecast flow quantity data creation unit which uses the corrected rainfall quantity to create second forecast flow quantity data which is a forecast flow quantity from the present into the future, and replaces the first forecast flow quantity data therewith.
