PROBLEM TO BE SOLVED: To provide a power controller and an electronic apparatus that can improve a transient response characteristic under an output voltage variation and improve output voltage accuracy. SOLUTION: A switching power supply 1a includes a differential pair circuit 10 and a charge circuit 12. The charge circuit 12 controls a charge current Icp in accordance with a difference between an output voltage Vout and a reference voltage Vr. An offset voltage I2 supplied by a constant current source CS2 in the charge circuit 12 brings the charge current Icp to a differential current value. The charge current Icp brought to the differential current value by the offset current I2 allows of a great current ratio change in accordance with the difference between the output voltage Vout and the reference voltage Vr.
