The present invention relates to a radiant panel for heating and cooling used to cool or heat an indoor space by moving cold water or hot water. According to the present invention, the radiant panel for heating and cooling comprises: a thermal medium tube having a passage through which thermal medium moves; a finishing panel which includes a panel body having one side opened, and having an accommodating chamber accommodating the thermal medium tube; an insulating material arranged in the accommodating chamber of the finishing panel to cover the thermal medium tube accommodated in the accommodating chamber of the finishing panel; and a heat conductive plate arranged in the accommodating chamber of the finishing panel to be coupled with the thermal medium tube, and uniformly transfers heat of the thermal medium moving through the thermal medium tube to the entire finishing panel. The thermal medium tube is arranged to be bent several times in the accommodating chamber of the finishing panel.
