PROBLEM TO BE SOLVED: To provide a data relay device capable of solving a problem that it is expensive to execute data communication with priority to a specific external communication apparatus. SOLUTION: A stop instruction unit comprises: flow control controlling section 9-1; pause frame transmitting sections 10-1 to 10-4; and flow control disabled setting circuits 11-1 to 11-4. When a data volume of a frame buffer 6-1 exceeds a flow control threshold value 14-1, the stop instruction unit transmits a pause frame only to an external communication apparatus connected to a low priority port among input/output ports 4-1 to 4-4 through the low priority port.
