PROBLEM TO BE SOLVED: To provide a method and an apparatus for concentrating oxygen isotopes capable of continuously concentrating the oxygen isotopes sufficiently using photoreaction by laser light without remarkably limiting operating conditions of the apparatus. SOLUTION: The method comprises the steps of: ozonizing a part of raw material oxygen to obtain a first mixture fluid; introducing the first mixture fluid and a diluting substance to a first distillation column 2 and distilling to separate into a second mixture fluid and oxygen; selectively decomposing ozone containing oxygen isotopes by radiating laser light to the second mixture fluid and generating oxygen containing oxygen isotopes to obtain a third mixture fluid; introducing the third mixture fluid to a liquid immersion part 10; introducing the third mixture fluid to a second distillation column 21 by liquid head pressure obtained by the liquid immersion part 10 and distilling to separate into a fourth mixture fluid and product oxygen; decomposing ozone in the fourth mixture fluid; and recovering the diluting substance from the fourth mixture fluid.
