The present invention relates to a mobile remote emergency device and a system using the same and, more specifically, to a mobile remote emergency device capable of in case of an accident detecting the accident quickly and reacting to the accident efficiently and a system using the same. The mobile remote emergency device to monitor or control a nuclear power plant in an emergency includes: an extreme environment measurement control unit which collects data inside the nuclear power plant or controls part of equipment instead of the measurement control system of the nuclear power plant when the measurement control system stops or is not available to use due to an extreme environment such as strong radioactivity, high temperature, and flooding; a mobile remote control unit which moves to a region isolated from the accident area using a moving unit and monitors or controls the inside of the nuclear power plant through wireless communication with the extreme environment measurement control unit; and a wireless communication unit which is installed in the extreme environment measurement control unit and mobile remote control unit and transmits or receives data for interaction.
