PROBLEM TO BE SOLVED: To provide an electronic control device that can determine the possibility whether the electronic control device is attached or detached only by own device regardless of a second-hand device or a new device and to provide a vehicle control system using the electronic control device. SOLUTION: A hybrid ECU sets a prescribed keyword to a standby RAM to which continuous power is supplied from a battery when the vehicle operation is stopped (S400), determines the possibility whether the own ECU is attached or detached when a prescribed keyword is not set in the standby RAM when the vehicle operation is started (S410:No), and transmits a variable SSTS (S418) set in "NG" and a control learning value (SEG) memorized in EEPROM to an engine ECU (S420, S422). The engine ECU transmits, when determines that the hybrid ECU is exchanged from the received SSTS and a memory condition of the control learning values of both ECUs, the control learning value of the hybrid ECU that is memorized in the engine ECU to the hybrid ECU to be written.
