PROBLEM TO BE SOLVED: To provide a transparent conductive film substrate which is superior in transparency and conductivity and has less deterioration in the transparency even under high-temperature environment. SOLUTION: A transparent conductive film substrate 2 includes: a glass substrate 4; a first conductive layer 6 made of a metal material formed in a patterned form on the glass substrate 4; and a second conductive layer 8 containing a conductive polymer.
