PROBLEM TO BE SOLVED: To prevent queue overflow in multi-cast burst copying. SOLUTION: An information processing device comprises: a plurality of input ports for receiving packets; a plurality of output ports for outputting copies of the received packets; and a plurality of transmission queues, each of which corresponds to each of the output ports and retains packets to be output from each of the output ports. The information processing device identifies one or more output ports for transmitting the copies of the received packets, on the basis of address information included in the received packets, determines the possibility of overflow of a transmission queue corresponding to the identified port, on the basis of a band of the identified output port or the number of stay of the transmission queue corresponding to the identified port, and controls creation of the copies of the received packets so as to delay timing of storing the copies of the received packets in the transmission queue corresponding to the identified output port, when it is determined that the possibility of the overflow of the transmission queue corresponding to the identified output port is high.
