摘要 PROBLEM TO BE SOLVED: To solve the problem with a location estimating technique such as a speed generator, a GPS, an acceleration sensor and a Doppler radar, wherein the technique has the possibility of reducing operation density, since an excessive safety allowance distance is set, due to being difficult to set a safety allowance distance by supposing a proper error before traveling, resulting from the estimation accuracy that is always changed by a train state and a peripheral environment. SOLUTION: An onboard device 1 includes a location estimating device 11, a location accuracy evaluating device 12, a transmission device 14, a receiving device 15, and a speed control device 13 for controlling a traveling speed of a train based on stopping target information. A ground device 2 includes a receiving device 21 for receiving train location information and location accuracy information from the respective trains, a train existing line probability calculating device 22 for calculating train existing line probability of the respective trains based on receiving information, a stopping target calculating device 23 for calculating a stopping target based on train existing line probability information, and a transmission device 24 for transmitting the stopping target.
