PROBLEM TO BE SOLVED: To provide technique for generating a tomographic image suitable for diagnosis from three-dimensional data. SOLUTION: An image generating apparatus generates a tomographic image from three-dimensional data of an object obtained by X-ray CT photographing. The apparatus includes: a visual axial direction setting part for setting the visual axial direction to the object; a slice condition setting part capable of individually setting at least one of thickness of an image generating slice obtained from a three-dimensional area represented by the three-dimensional data for generating the tomographic image and an interval for obtaining the image generating slice; and an image generating part for synthesizing the three dimensional data included in a plurality of image generating slices obtained from the three-dimensional area based on the condition set by the slice condition setting part to generate a plurality of slice images along the visual axial direction as the tomographic image.
