PROBLEM TO BE SOLVED: To provide a carrier sense device and a program in order to solve a problem that in such wireless devices as security to be driven by battery and fire alarms carrer sense occupies the majority of the current consumption and current consumption reduction is necessary for reduction of the number of batteries to be mounted. SOLUTION: A carrier sense means 8 confirms the presence of a carrier as "there is a carrier," when an RSSI value obtained from an electronic wave intensity measurement RSSI detection means 7 is larger than a threshold value Vc1 and larger than a threshold value Vc2, and when an average RSSI value which is the average value of the RSSI values obtained from the electronic wave intensity measurement RSSI detection means 7 is larger than a threshold value Vc3 by comparison.
