PROBLEM TO BE SOLVED: To provide a telephone service with stable speech quality from a telephone controller to a radio telephone terminal. SOLUTION: A call origination notice confirmation part 15 acquires calling destination information from a call origination notice notified by data communication through a portable network 50 from a radio telephone terminal 20 on the basis of a call originating operation on a web screen displayed on a screen in the radio telephone terminal 20. A connection request confirmation part 16 confirms a speech path connection request from the radio telephone terminal 20 on the basis of call termination by telephone call origination in the portable network 50 performed in the radio telephone terminal 20 corresponding to the call originating operation. A call control part 17, after the acquisition of the calling destination information and the confirmation of the speech path connection request, originates a telephone call from a telephone network 40 or the portable network 50 to an opposite party telephone terminal 30 corresponding to the calling destination information, and relays and connects an opposite party speech path formed by the telephone call origination to the opposite party telephone terminal and a terminal speech path formed by a response to the call termination from the radio telephone terminal 20.
