Disclosed are an editing document creation apparatus with excellent lightweight properties and security capable of extracting important parts from a portable document format (PDF) file and storing the extracted important parts, and a method for the same. The editing document creation apparatus according to the present invention creates an editing document by extracting a region of interest (ROI) that is part of a document file. The editing document creation apparatus includes: an editing space file creating unit which creates an editing space file that is an initial file for creating the editing document; a clipping mask generating unit which generates a clipping mask for extracting the ROI; an ROI extracting unit which extracts the ROI corresponding to the clipping mask from the document file; and an editing document creating unit which creates the editing document by copying the extracted ROI to the editing space file.
