The present invention relates to a method for producing coal-water mixed fuel, coal-water mixed fuel produced thereby and, more specifically, relates to a method for producing coal-water mixed fuel of high concentration by using highly moisture coal, which is dried with a multiple back-flow baffle plate dryer, and to coal-water mixed fuel produced thereby. The method for producing coal-water mixed fuel of the present invention comprises a step of pulverizing coal; a step of drying the pulverized coal with a dryer; a step of finely grinding the coal gone through drying step with a fine grinder; and a step of adding water and additives to the finely ground coal. The coal, which is dried by a zigzag dryer using a multiple back-flow baffle plate according to the present invention, becomes hydrophobic, so the solid content in producing coal-water mixed fuel increases up to a maximum of 10 wt% or more in comparison to raw coal.
