A network construction cost management unit of the network management unit manages a construction cost for the whole network by using the information of the converted network. A green content management unit(200) manages green content for the whole network by using the information of the converted network. A present condition monitoring unit(300) monitors the condition information including a green content situation or construction costs for the current network.
