The present invention relates to a surface modifier which gives hydrophilia and anti-fouling properties to the surface of a film formed by a coating agent by being mixed with the coating agent forming the film in small quantity. To this end, provided is a surface modifier which gives hydrophilia to the surface of a film smoothly formed by preventing crater phenomenon and anti-fouling properties as a result by being mixed with a coating agent forming the film such as paint in small quantity. Also, provided are the coating agent and a film formed by spreading and curing the same.
