The device has a strip of LEDs positioned in a face (31) that is opposite to another face (32) provided with the LEDs applied against a lamp post. The strip of LEDs is arranged in shape of a belt (3) that is equipped with a mechanical closing unit (4) according to an adjustable dimension loop configuration of the belt for maintenance, by tightening, of the belt around the post. The closing unit and the belt are formed as a single piece. A stud (9) is arranged at a level same as that of a loop (5) on the belt.
