A vehicle heat management device that is applied to a refrigeration cycle (20) is provided with: a pump (11) which sucks and discharges a heat medium; a heat medium cooler (14) which performs heat exchange between the heat medium discharged from the pump (11) and a low-pressure-side refrigerant in the refrigeration cycle (20) to evaporate the low-pressure-side refrigerant and cool the heat medium; a heat medium circulation unit (16) in which the heat medium subjected to the heat exchange by the heat medium cooler (14) circulates and absorbs heat by sensible heat change; and a heat medium flow rate control unit (40a) which, when a heat quantity (Q) absorbed by the heat medium in the heat medium circulation unit (16) is determined to exceed a predetermined heat quantity, increases the flow rate of the heat medium circulating in the heat medium circulation unit (16).
