PROBLEM TO BE SOLVED: To appropriately control a transfer data waiting time in a handover target radio base station, when transferring data related to communication of a user device from a handover source radio base station to the handover target radio base station, at the handover of the user device.SOLUTION: The handover source radio base station includes: time estimation means to estimate a time necessary to transfer data related to the communication of the user device at the handover of the user device, from the handover source radio base station to the handover target radio base station, on the basis of a data retention volume related to the user device, when the handover source radio base station determines to allow the user device to perform the handover; and means for notifying the handover target radio base station of the calculated time. The handover destination radio base station includes means for setting the received time, as the value of a transfer data waiting timer to measure a time to wait the completion of data transfer related to the communication of the user device. |
