an impact detector to detect an accident event occurring with respect to the vehicle; a controller to generate a request signal to request a peripheral vehicle near a location at which the detected accident event occurs to transmit recorded data associated with the accident event to an external server; and a communication unit to transmit the request signal to the peripheral vehicle.
