Disclosed are a reliability analysis method and device for a response plan. The above-mentioned method comprises: determining a plurality of performance shaping factors (PSFs) to be used in the reliability analysis process of the response plan, correlations among all the PSFs in the plurality of PSFs and correlations between each PSF and the reliability of the response plan; and establishing a reliability analysis model of the response plan in accordance with the determined plurality of PSFs, the correlations among all the PSFs in the plurality of PSFs and the correlations between each PSF and the reliability of the response plan to analyze the reliability of the response plan. In accordance with the technical solution provided in the present invention, a qualitative and quantitative method and tool are provided for analyzing the reliability of the response plan of an operator of a digital master control room, and a countermeasure is provided for a power plant to reduce the failure probability of the response plan of the operator.
