<p>PROBLEM TO BE SOLVED: To enable a user device to determine a radio communication network for use for communication, according to a condition related to access restriction.SOLUTION: The user device, at least including the function of communicating using a first radio communication network and the function of communicating using a second radio communication network, includes: condition list storage means for storing a condition list, that is, a list of conditions to determine the access restriction; and determination means for determining whether communication to be executed by the user device matches each condition in the condition list, and according to the determination result, for determining to perform one of communication blocking, communication using the first radio communication network and communication using the second radio communication network; and means for performing the communication blocking or the communication using the radio communication network determined by the determination means.</p> |
