A UE (100) is provided with a control unit that selects one of the following D2D communication modes: a normal mode in which D2D communication is controlled by a network; or a public-safety mode in which D2D communication is controlled by the UE (100) instead of by the network. The UE (100) selects the normal mode or the public-safety mode on the basis of the reception status of a public-safety permission signal and a public-safety prohibition signal that are transmitted in accordance with the status of the network.
