The image processing apparatus includes circuitry configured to set, based on a value indicating a minimum coding block size for which a difference quantization parameter is set and based on the difference quantization parameter, a current quantization parameter for a current coding block. The current coding block is in a layer that is lower than a layer of a largest coding block. The circuitry is further configured to inversely quantize quantized data based on the set current quantization parameter. |
