PROBLEM TO BE SOLVED: To improve possibility of an object, to which an electronic certificate is issued, being limited to an authorized apparatus.SOLUTION: A certificate generation method executed by a computer includes the steps of: receiving unique information and configuration information on a communication apparatus comprising an information processing device having a tamper-resistant characteristic, where the unique information and configuration information are collected by the information processing device and transmitted from the communication apparatus; determining a communication address of the communication apparatus on the basis of received unique information, when a combination of the received unique information and received configuration information on the communication apparatus agrees with information previously stored in a storage unit; generating an electronic certificate including the determined communication address and information including part or all of the received unique information and configuration information on the communication apparatus; and transmitting the electronic certificate to the communication apparatus.
