摘要 <p>PROBLEM TO BE SOLVED: To solve a problem of a probability of decrease in detection accuracy of an individual operation, which is caused by interference between reactive power control for detection of the individual operation and reactive power control for voltage rise suppression.SOLUTION: A control device comprises: a first reactive power change amount derivation part for deriving an amount of change in a first reactive power which is a phase-advanced reactive power or a phase-delayed reactive power to be output from a power conditioner interconnected with a system power source depending on a frequency deviation which indicates a difference between the last moving average deviations of a system cycle of the system power source and previous moving average deviations of the system cycle of the system power source prior to the last moving average deviations; a second reactive power change amount derivation part for deriving an amount of change in a second reactive power which is phase-advanced reactive power to be output from the power conditioner in order to suppress voltage rise at an interconnection between the power conditioner and the system power source; and a control part for controlling an output of the power conditioner in a manner such that the amount of change in the first reactive power is not interfered with by the amount of change in the second reactive power.</p>
