PROBLEM TO BE SOLVED: To provide a method for forming an alignment mark by which positional accuracy upon manufacturing a touch panel by sticking a transparent electrode plate can be enhanced, and to provide a method for manufacturing a transparent electrode plate using the above method for forming an alignment mark, and a method for manufacturing a touch panel.SOLUTION: The method for forming an alignment mark includes: a conductive film formation step of forming a transparent conductive film on a surface of a substrate; a resist formation step of applying a resist material on the transparent conductive film to form a resist film having a conductive pattern in a predetermined shape and an alignment mark made of the resist material; and a mark protective layer formation step of forming a protective layer that covers the alignment mark.
