Provided are a video encoding device and a video decoding device which can perform continuous decoding and display without changing parameters in a header of original encoded video data when combining the interframe prediction encoded two video data. The video encoding device (1) adds, to the encoded video data, decoding delay correction information and display delay correction information for continuously decoding and displaying pictures after a first picture in the encoded video data by the video decoding device even when one or more pictures that are later than the first picture in an encoding sequence are removed, with respect to the first picture that can be combined after other encoded video data among the pictures included in the video data. The video decoding device (2) corrects decoding delay and display delay of the pictures after the first picture using the decoding delay correction information and the display delay correction information.
