<p><P>PROBLEM TO BE SOLVED: To provide a tracking device and a tracking method that reduce changeovers of a tracking target to a shielding object with a small image data amount. <P>SOLUTION: A tracking device comprises: an imaging element 13 that images a subject to obtain a frame image; a first motion-detection-use memory 43 and a second motion-detection-use memory 45 that store a reference image, the reference image being an image in an area set as a tracking target in the frame image, while the reference image is updated in each frame of plural frames; a buffer memory 41 that stores the current frame image as an evaluation image; and a correlation calculation unit 47 that detects a first image correlation degree between the evaluation image and a reference image having a relation of an adjacent frame therewith and detects a second image correlation degree between the evaluation image and a reference image having a relation of a separated frame therewith.
