<p><P>PROBLEM TO BE SOLVED: To provide an automatic stop-start device of an on-vehicle internal combustion engine capable of achieving stable restart when restarting the engine operation at an uphill, while suppressing fuel consumption by securing a period of stopping the engine operation. <P>SOLUTION: This electronic control device 100 which is the automatic stop-start device of the on-vehicle internal combustion engine executes automatic stop/start control for stopping the engine operation when stop conditions are satisfied, and for restarting the internal combustion engine 10 on condition that predetermined operation included in a series of starting operation completed by engagement of a clutch 21 is executed. The electronic control device 100 changes the predetermined operation which is the condition of restarting according to rising gradient of a road surface. When the rising gradient of the road surface is larger, operation executed in an earlier stage in a series of starting operation is set as the predetermined operation.
