Disclosed are a method and an apparatus for direct communications between terminals in a cloud base station system. The method according to the present invention comprises the following steps of: receiving, from each of a first terminal and a second terminal, a measurement result including the proximity between the terminals or information on interference by another terminal; determining whether to permit direct communications between the first and second terminals based on the measurement result; transmitting radio resource information to a second base station through an internal primitive and receiving the radio resource information of the second base station from the second base station through the internal primitive when the direct communications between the terminals is permitted; negotiating with the second base station for radio resources allocated for direct communications between the terminals using the internal primitive; and allocating radio resources to the first terminal based on the negotiation.
