<p><P>PROBLEM TO BE SOLVED: To provide surface-treated powder having excellent water repellency and oil repellency, smooth touch and good adhesion during application to the skin, to produce the surface-treated powder by inexpensive and simple operation, and to provide a cosmetic containing the surface-treated powder formulated therein. <P>SOLUTION: There are provided the surface-treated powder including the surface of base powder treated with a silane compound having a perfluoropolyether chain represented by general formula (1) or (2); and further the surface-treated powder including the surface of the base powder treated with the silane compound having the perfluoropolyether chain and the existing surface-treating agent other than the silane compound, preferably a perfluoropolyether phosphate.
