A scheduling apparatus stores data streams to be provided in a buffer, and selects a candidate group for resource allocation from a plurality of terminals on the basis of a priority of class, a guaranteed bit rate (GBR), a packet delay budget (PDB), wireless channel condition, time stamp of a head-of-line (HOL) of each buffer, and a weight factor for scheduling. And, the apparatus allocates resource blocks to terminals belonging to the selected candidate group.
