PROBLEM TO BE SOLVED: To provide a vacuum heat insulating panel that reduces the amount of heat dissipated from a mounting surface and can improve workability, and a heat insulating structure using the same.SOLUTION: A vacuum heat insulating panel comprises: a vacuum heat insulating panel body 10 attached to a mounting surface 5; and a seal member 27 that is arranged between the mounting surface 5 and the vacuum heat insulating panel body 10 and separates the vacuum heat insulating panel body 10 from the mounting surface 5 to form an enclosed air heat insulating layer 29 between the mounting surface 5 and the vacuum heat insulating panel body 10. |
