PROBLEM TO BE SOLVED: To provide a sleep state determination system and a sleep state determination method capable of accurately determining sleep/awakening while suppressing power consumption.SOLUTION: An activity meter detects an action of an object person, and outputs the information on a momentum value and a posture. The information is recorded in a storage part. A sleep state determination device inputs the information on the momentum value and the posture of the object person. When it is determined that the object person is lying from the information on the posture, it is determined whether the object person is awake or sleeping based on the momentum value.
