PROBLEM TO BE SOLVED: To provide a porous layer capable of improving power generation performance of a fuel cell.SOLUTION: The manufacturing method for porous layer prepares powder including conductive carbon powder covered with water repellent resin powder by drying mixture containing conductive carbon powder and water repellent resin powder by means of spray drying method; and prepares a porous layer from powder. The moisture vapor permeability of a porous layer measured in accordance with Japanese Industrial Standards JIS-Z-0208 is 10000-25000 g/mx24h under conditions of a temperature of 40°C and a relative humidity of 90%RH. |
