PROBLEM TO BE SOLVED: To adaptively set a base station parameter taking a communication situation per mobile terminal into consideration.SOLUTION: In a radio communication system, a base station that has a base station parameter and wirelessly connects with at least one mobile terminal comprises: measuring means for obtaining a measurement quantity of at least one measurement element of the communication speed and travel speed of the mobile terminal and the congestion state of the base station; comparison means for comparing the measurement quantity of the at least one measurement element with a predetermined threshold value of the measurement element; and parameter update means for updating the base station parameter for each mobile terminal on the basis of the comparison result by the comparison means.
